The governing law is the <strong>Michigan Public Health Code (MCL 333.17201 et seq.)<\/strong>, with the grounds for discipline in MCL 333.16221. Complaints are handled centrally by LARA&rsquo;s <strong>Complaint Intake Section and Investigations &amp; Inspections (I&amp;I) Division<\/strong>, whose investigators cover all health professions &mdash; not nursing alone.<\/p>\r\n\r\n    <h2>Who can file a complaint<\/h2>\r\n    <p>Almost anyone: a <strong>patient, family member, employer or colleague<\/strong>. Michigan also imposes duties to report &mdash; a nurse who <strong>knows another nurse has violated the Code must report it<\/strong> (MCL 333.16222), and every nurse must <strong>report their own criminal conviction within 30 days<\/strong>. It does <strong>not<\/strong> handle <strong>billing or fee disputes<\/strong> (referred to the Attorney General&rsquo;s consumer division), <strong>rudeness<\/strong> (an employer matter), or <strong>HIPAA privacy<\/strong> complaints (federal). If a complaint is outside its jurisdiction, LARA redirects it.<\/p>\r\n\r\n    <h2>Impairment: the HPRP option<\/h2>\r\n    <p>If a complaint suggests <strong>impairment<\/strong> from substance use or a mental-health condition, the Complaint Intake Section may refer the case to the <strong>Health Professional Recovery Program (HPRP)<\/strong> &mdash; a confidential, non-disciplinary monitoring route. Entering HPRP <strong>before<\/strong> formal charges can sometimes prevent public discipline &mdash; but it is a serious, self-funded, multi-year commitment, so take advice before contacting it.<\/p>\r\n    <aside class=\"note wb\"><p><span class=\"note-h\">A resignation won&rsquo;t make it disappear<\/span>A health-care facility that takes disciplinary action against a nurse &mdash; or where a nurse leaves in those circumstances &mdash; may have to report it.
