Its Enforcement Program can discipline a dentist for <strong>repeated negligence, gross negligence, incompetence, unprofessional conduct or fraud<\/strong> (BPC &sect;1670, &sect;1680). (Dental hygienists are regulated by a separate board.)<\/p>\r\n\r\n    <h2>Who reports dentists &mdash; and why<\/h2>\r\n    <p>The Board receives roughly <strong>4,000 complaints a year<\/strong>. They come from patients and families, insurers, dental staff, other dentists, hospitals, the California Dental Association, law enforcement and federal authorities. <strong>Criminal convictions<\/strong> also trigger review &mdash; court clerks send conviction records to the Board. Clinical complaints are then reviewed by <strong>dental consultants<\/strong> (licensed dentists), whose expert view can close an unsubstantiated standard-of-care complaint early. From there a case may be <strong>closed<\/strong>, resolved with a <strong>Letter of Education or an administrative citation<\/strong>, or referred for <strong>investigation<\/strong>.<\/p>\r\n    <aside class=\"note wb\"><p><span class=\"note-h\">Standard of care<\/span>Whether treatment fell below the standard of care &mdash; what a reasonably prudent dentist would have done &mdash; is assessed by expert dental consultants.
