read<\/b><span>Last updated July 14, 2026<\/span><\/div>\r\n\r\n  <p class=\"lede\">CRNM resolves most complaints through <strong>education and remedial strategies<\/strong> rather than discipline &mdash; but that route is only open to a nurse whose written response shows they understand what went wrong. Your response is the document the committee decides on, and in most cases it never meets you in person.<\/p>\r\n\r\n  <div class=\"callout\"><b>Do this first: contact the Canadian Nurses Protective Society (CNPS) before you reply.<\/b> Call CNPS for legal advice, tell your union if you have one, and notify your employer if the matter arises from work. Do not contact the complainant, do not discuss it with colleagues involved, and never add to or amend the clinical record. Then draft your response with support, and file it on time.<\/div>\r\n\r\n  <h2>First: is CRNM actually your regulator?<\/h2>\r\n  <p>Manitoba splits nursing and midwifery across four separate colleges, and practitioners regularly write to the wrong one. <strong>CRNM regulates registered nurses and nurse practitioners only.<\/strong> If you are a <strong>licensed practical nurse<\/strong>, your regulator is the <strong>College of Licensed Practical Nurses of Manitoba (CLPNM)<\/strong>. If you are a <strong>registered psychiatric nurse<\/strong>, it is the <strong>College of Registered Psychiatric Nurses of Manitoba (CRPNM)<\/strong>. If you are a <strong>midwife<\/strong>, it is the <strong>College of Midwives of Manitoba<\/strong>. The processes below are CRNM&rsquo;s; the other colleges run their own, and a letter sent to the wrong college does not stop your clock.<\/p>\r\n  <h2>The law CRNM works under<\/h2>\r\n  <p>Since <strong>31 May 2018<\/strong>, CRNM has regulated under <strong>The Regulated Health Professions Act (RHPA), CCSM c. R117<\/strong> &mdash; umbrella legislation covering Manitoba&rsquo;s regulated health professions, with profession-specific regulations underneath it. <strong>The Registered Nurses Act is no longer in effect<\/strong>, although conduct predating May 2018 is considered under the Act and standards in force at the time.<\/p>\r\n  <p>You will be measured against the <strong>CRNM General Regulation<\/strong>, the <strong>Practice of Registered Nursing Regulation<\/strong>, CRNM <strong>practice directions<\/strong>, the <strong>entry-level competencies<\/strong> and the <strong>Code of Ethics<\/strong>. Inquiry panels cite these instruments directly, so your response should engage with them by name rather than in generalities.<\/p>\r\n  <h2>How a complaint reaches you<\/h2>\r\n  <p>A complaint is made in writing to the <strong>CEO\/Registrar<\/strong>, usually on the professional conduct report form. Complaints come from patients and families, but a great many come from <strong>employers<\/strong> &mdash; a manager reporting a medication error, a diversion concern, or a dismissal. Some come from colleagues.<\/p>\r\n  <p>The <strong>CEO\/Registrar reviews the complaint together with your written response<\/strong>, and can refer the matter to the <strong>Complaints Investigation Committee<\/strong>. So your response is in front of the decision-maker from the very first step. It is not a preliminary formality that gets superseded by something more formal later.<\/p>\r\n  <h2>The response that keeps you out of discipline<\/h2>\r\n  <p>CRNM says openly that <strong>wherever possible, complaints are resolved through education and remedial strategies<\/strong> &mdash; correcting and improving the nurse&rsquo;s practice rather than punishing it. That is genuinely the College&rsquo;s preferred route, but it is only available where the committee can see a nurse who understands the concern. A defensive response closes the door on the very outcome you want.<\/p>\r\n  <ul>\r\n    <li><strong>Answer every allegation, in order.<\/strong> Silence on a point reads as agreement with it.<\/li>\r\n    <li><strong>Anchor it in the record.<\/strong> Quote your charting, and attach the entries, the MAR, the handover notes.<\/li>\r\n    <li><strong>Explain your reasoning at the time<\/strong>, on the information and staffing you actually had &mdash; not with hindsight.<\/li>\r\n    <li><strong>Name the standard.<\/strong> If a practice direction or entry-level competency applies, address it head-on rather than hoping the committee will not notice.<\/li>\r\n    <li><strong>Where something did go wrong, say so plainly<\/strong>, and set out what you have already changed. This is the single strongest thing in a response.<\/li>\r\n    <li><strong>Do not blame the patient, and do not blame a colleague to save yourself.<\/strong> Both land badly.<\/li>\r\n  <\/ul>\r\n  <h2>The two things that turn a practice concern into a conduct case<\/h2>\r\n  <p>Nurses lose files they could have won by doing one of two things after the event. <strong>Altering, back-dating or adding to the record<\/strong> is discovered almost every time, and it converts a medication error into a dishonesty allegation. <strong>Being less than complete with the investigator<\/strong> does the same. Panels treat a lack of candour far more harshly than the underlying clinical failing, because a regulator that cannot rely on what you tell it cannot regulate you at all.<\/p>\r\n  <h2>Can CRNM restrict my practice while this runs?<\/h2>\r\n  <p>Yes. Under the RHPA the investigation committee can <strong>impose conditions on your registration, or suspend it, on an interim basis while the investigation is under way<\/strong>, where that is necessary to protect the public from exposure to serious risk (s.110(1)). This is not the norm, but it happens &mdash; most obviously in suspected diversion and impairment cases. If it is raised in your matter, treat it as urgent: contact CNPS and counsel the same day.<\/p>\r\n  <h2>What becomes public<\/h2>\r\n  <p>Be clear on the difference. <strong>Discipline decisions of the Inquiry Committee are published<\/strong> on the CRNM website, naming the nurse, and CRNM publishes them expressly so that other nurses learn from them. <strong>Censures and reprimands<\/strong> &mdash; formal written expressions of strong disapproval, which can be issued by the Complaints Investigation Committee as well as the Inquiry Committee &mdash; are formal sanctions and form part of your regulatory history.<\/p>\r\n  <p>Matters resolved remedially, by contrast, are not published in the same way. That gap between a remedial resolution and a published discipline finding is exactly what your response is fighting for.<\/p>\r\n  <h2>How long it takes, and what to do with the time<\/h2>\r\n  <p>Expect <strong>months<\/strong>, not weeks &mdash; longer where an investigator commissions expert evidence or issues more than one report. Do not spend that time waiting. The committee decides your outcome on the basis of what you have already done about the concern, so the remediation you complete now is worth far more than anything you promise later.
